Is MacDonalds Monopoly promotion a con?

I mean, I never win anything for the online competitions, and only won a couple of burgers from the instand prizes. The board game part looks a con, can not count the number of Fleet streets and Whitechapels I have. I even found a Mayfair in there ... how pointless! As there is only one big prize then I guess there is only one park lane somewhere. Shame there is not a charity we can all donate them to and they would at least have a chance in winning something
